Inauguration of JAXA WINDS receiving station by Prof. José Achache

Japanese satellite receiving station for disaster response goes live!

A new Japanese satellite receiving station was inaugurated at ICIMOD on Sunday by Shinichi Mizumoto of the Japan Aerospace Exploration Agency (JAXA), José Achache, Executive Director of the Group on Earth Observations (GEO), and Andreas Schild, Director General of ICIMOD। The satellite receiving station has a high speed communication link and will receive data from satellite systems in Japan, India, Thailand, Taiwan and Korea, especially to guide response efforts in emergency situations like floods and where the communication infrastructure is poor. MY SECOND DAY AT THE YOUTH FORUM

October 2, 2010. This was the day when I realised that I could have been a better geography student in my class 8.

The second day was packed with a lot of technical presentations providing data and statistics on a variety of topics like satellite and sensor types, remote sensing applications, impacts of climate change on the Himalayan glaciers, glacial lake study and GLOF risk assessment. We also learnt technical terms like swath, geostationary orbits, bandwidth combinations, resolution, etc.
The hands-on exercise was pretty exciting to explore through. As we sat in groups of three sharing a computer, we tried working on MODIS snow tool for removing clouds from available images to distinguish snow cover on the peaks. In another exercise we had to try out different bandwidth combinations to identify the best picture that would clearly let us differentiate vegetation, urban settlements and water bodies in the satellite image that was given to us. When I told my friends about this over facebook, they were quite surprised that I was learning about remote sensing tools. (I guess they were jealous, too!) All these concepts are really new to me, but they are very interesting to learn.

One of the motives of the forum, as Tek Jung Mahat puts it, is to encourage climate advocacy based on good science and to make information reliable. In every session, the necessity to share information was reiterated by the speakers. I too think that is the best thing to do because that is when there will be collective action. Without the right interventions at the right time to combat climate change, we can definitely not expect a bright future for us as well as our generations to come. So, now is the time to remember the adage that we have not inherited this planet from our ancestors, but borrowed it from our future generations.

New receiving station inaugurated today

At 12:40 on October 3, 2010, the new JAXA WINDS (Wide-band Internetworking Engineering Test and Demonstration Satellites 'KIZUNA') receiving station at ICIMOD will be inaugurated. The ribbon cutting-ceremony will be attended by Shinichi Mizumoto, Japan Aerospace Exploration Agency (JAXA), Japan, José Achache, Executive Director, Group on Earth Observations (GEO) and Andreas Schild, Director General of ICIMOD, along with the participants of the pre-symposium workshop on "Space-based information for disaster preparedness and risk management" held on October 2-3 at ICIMOD, Kathmandu.

WINDS is a super high-speed internet satellite for emergency response. Its access will improve ICIMOD’s own capacities in disaster mapping. More details...

Some 39 youths representing different countries in the Hindu-Kush Himalayan region are taking part in a six-day symposium on ‘Empowering Youth with Earth Observation Information for Climate Actions’ organised by the International Centre for Integrated Mountain Development (ICIMOD) in support with National Aeronautics Space Agency (NASA) and United States Agency for International Development (USAID).


The youths believe that without concerted effort and cooperation among countries in the region, the vulnerabilities posed due to climate change are unavoidable. Representing Nepal, Krity Shrestha said her country being mountainous is threatened by climate change due to glacier melting. More details...

Bridging the gap between space tech and disaster management

Presymposium workshop on Space-Based Information for Disaster Preparedness and Risk Management

The event was inaugurated on second October by Dr. Andreas Schild, Director General of ICIMOD. He explained the objective of the workshop was to develop partnerships to engage the support of regional space agencies and international charters in contributing to capacity building and institutional strengthening. “Further we expect this workshop to result in the development of a regional framework for utilizing spaced-based information for disaster management.”

Dr. Amarnath Giriraj, coordinator of the pre-symposium introduced the structure and the theme of the two-day workshop. The outcomes expected are three-fold: 1) the group’s deliberation will be shared in the conclusion session of the International Symposium, 2) an action plan for utilizing space-based information will be developed, and 3) a regional partnership strengthened through pilot initiatives. Subsequently the participants introduced themselves and their organizations. The prestigious round of experts hails from eight different countries (Austria, Bhutan, China, India, Japan, Myanmar, Nepal, Pakistan) and are representing governments, international organizations and universities involved in space-based disaster management.

Jason Kessler then presented NASA’s applied sciences natural disasters program. NASA perceives itself mainly as a research and scientific agency and is striving to improve its capacity to cater to the significant overlap between disaster response and scientific research and analysis. The so-called geo-societal expertise helps in managing the effects of earthquakes, hurricanes, wildland fires, tsunamis, and floods. Only those on the ground can help NASA understand what the applications needed really are. This is particularly relevant as NASA is in a process of planning its decadel missions. He closed by saying that “it is truly an honour to be here at the beginning of a formalized relationship in the region. I ask you to think about SERVIR and icimod as a way to feed your needs so we can be more efficient in what we do in the US.

Basanta Shrestha, Division Head of MENRIS, ICIMOD, highlighted ICIMOD’s work on spaced based information for disaster management with the emphasis on its role on the recent Pakistan Floods. The truth is “we see all the scientific Earth Observation information is so critical in the case of disasters- our challenge is to provide this information to the society in a meaningful way.” A key publication on the topic is “Geoinformation for Disaseter and Risk Management”. What needed to be done is to develop cooperation strategies, both with the affected communities and those countries and organizations with advanced experience. From a geospatial science context a new field of practice is also disaster preparedness, together with entities like UNU and ADPC or countries like India and China that have significant experience. “At the moment we are developing a pilot system for Nepal, and we are discussing with Bhutan on how to support regional cooperation in this context.

Mr. Shrestha closed with the goal of this workshop, namely to “bridge the gap between space technology and disaster management communities. If we find develop strategies to respond to disaster, I hope we can make a difference to the lives of people and our future generation.”
